Peru participates in Intergovernmental Negotiating Committee on Plastic Pollution

Headed by Ambassador Gustavo Meza-Cuadra, a Peruvian delegation participated in the High-Level Segment in preparation for the Intergovernmental Negotiating Committee's (INC) fourth round, with the purpose of crafting an international legally-binding instrument on plastic pollution, including the marine environment.

This event set to take place in Ottawa, Canada brings together more than 190 countries, specialized organizations, and civil society representatives.

The High Level Segment of the Intergovernmental Negotiating Committee which saw Peruvian participation recently brought together numerous ministers of development and environment from different countries, who seek to consolidate political support and reaffirm the level of ambition of their respective countries to the negotiating process that will take place on April 23-29.

Ambassador Meza-Cuadra stressed that Peru intends to reach an ambitious and comprehensive treaty, which covers the entire life cycle of plastics, contains mandatory rules, and has robust means of implementation, thus leaving no room for informality or non-compliance throughout its global application.

As part of the preparatory meetings, regional consultations also took place on Monday, including those of the Group of Latin American and Caribbean Countries (GRULAC), with Peru representing this Group before the INC Board of Directors, as Vice Chair.

Likewise, Peru participated in the "High Ambition Coalition to End Plastic Pollution" consultation meeting, of which it is a part along with other 65 countries fully committed to the objective of reaching a binding agreement that solves this problem.

It is worth mentioning that Peru and Rwanda decisively promoted the beginning of this negotiating process and that Ambassador Gustavo Meza-Cuadra, who chaired three INC sessions in 2023, led the preparation of the initial treaty draft, which will serve as a basis for the negotiations underway during this fourth session.
