Constitutional State and Economic Development is the theme of the XIth Ibero-American Conference of Constitutional Justice that gathers representatives from over 20 countries in Lima.

Welcome remarks will be made by the President of the Constitutional Court of Peru Manuel Miranda, in his capacity as Secretary Pro Tempore of the Conference.

Spanish Constitutional Court head Francisco Perez de los Cobos, in his capacity as Permanent Secretary, will be incharge of the opening.

Judge Eloy Espinosa-Saldaña Barrera, President of the organizing commission, explained the three-day academic conference is aimed at seeking consensus concerning the economic development in the constitutional State.

He said Constitutional Courts are now responsible for ensuring that civil and economic rights are fully active and operative, and guaranteeing the economic activity can take place under the best possible conditions.

In this sense, he continued, the justice system’s role is key to doing business.

“If clear rules are not provided when conflicts occur, what can be done by the State? How far can individuals go? What is the security level for investments? This is what is going to occur, some investors will leave one country to go into another one,” he noted.
