President Humala’s Independence speech: Key points

Here is the summary of President Ollanta Humala’s speech given on Tuesday before the Congress on the occasion of Peru's Independence Day, which includes key announcements for his last year in office.

Poverty

Since Mr. Humala took office, more than 300,000 Peruvians have moved out of poverty and joined the country’s productive work force.

The government has created the Severe Disablement Allowance Program in chrage of the Ministry of Women and Vulnerable Populations.

Public Security

Starting in 2016, police officers will not be able to wear their uniforms or use their service firearms when providing protection to private individuals.

Regulations will be passed to fight extortion from civil construction groups and continue combating illicit drug trafficking.

The President noted the enactment of a legislative decree to increase contract killing penalties from 25 years to life imprisonment. 

For July 2016, the government will have invested S/.1.95 billion (about US$611 million) for equipping and strengthening the National Police.

Some S/. 719 million (about US$225 million) will have been invested in police infrastructure by July 2016 in order to build, expand and equip police stations and specialized units facilities.

Transport and Communications

More than S/.30 billion (about US$9.4 billion) will have been implemented in the transport and communications sector to improve roads, digital inclusion and the Lima Metro network.

As for the transport subsector, the current paved area is 3.5 times larger than that of the previous administration.

The Lima Metro Line 2 works started in May seeking to connect 10 districts across the capital city in only 45 minutes.

The government has pledged to conduct engineering studies for the construction of Lima Metro Line 3, intended to connect Atocongo Bridge with Piedra Bridge. 

The government has committed nearly S/.1 billion (about US$313.4 billion) to reduce the country's digital gap through the concession of national fiber-optic backbone network projects.

Investment

A total of 28 public-private partnership projects have been awarded worth over US$20 billion since Humala's took office, which is a historical record compared to previous administrations. 

Energy

500,000 natural gas connections will be ready by July 2016 in socio-economic levels C, D and E, which will result in cheap, clean and safe energy for Peruvian homes.

Industries

Within the framework of the National Plan of Productive Diversification, the Executive Branch will construct modern industrial parks across the country in the following years with the aim of enhancing the industrial force.

Housing

The goal for 2016 is to promote 250,000 houses, that is, this government is expected to exceed what the previous administration has achieved on the matter.
