President Humala opens 24th OLACEFS General Assembly in Cusco

Peruvian President Ollanta Humala today opened the 24th General Assembly of the Organization of Latin American and Caribbean Supreme Audit Institutions –OLACEFS, which brings 24 Comptrollers of the Americas together in Cusco to coordinate actions against corruption.

The meeting was set for 9 a.m. at the Cusco convention center housed in the Municipal Palace, informed the Peru Comptroller General's Office, host of the meeting.

While in the Inca city, comptrollers from Brazil, Chile, Colombia, Ecuador, Peru, Cuba, Nicaragua, Paraguay, Venezuela, Belize, Honduras, Mexico, Dominican Republic, Uruguay and Curaçao, among others, will be joined by special guest Vítor Manuel da Silva Caldeira, President of the European Court of Auditors.

Peru's Comptroller General Fuad Khoury said attendees will make up the Latin American Anti-Corruption Network within the framework of the 24th OLACEFS General Assembly.

This network will examine ways to strengthen international cooperation to achieve effective action in the fight against dishonesty. The judicial branches and public prosecutors offices in the participating countries will be convened on the matter as well. 

The Latin American and Caribbean Organization of Supreme Audit Institutions is an organization of a permanent nature; international, autonomous, independent and apolitical.

The institution was created in 1963 to meet the need for a high level forum to exchange ideas and experiences related to government and fiscal control and promote the cooperation and development of relationships between the two. 

The recommendation of the congress was to create a Latin American Institute of Fiscal Control to perform the function of specialized research and serve as a center for information, education, coordination and mutual assistance between audit institutions.

It should be noted that OLACEFS is a regional group of the International Organization of Supreme Audit Institutions (INTOSAI), a global institution that requires members to have had prior links with the United Nations.

However, according to its charter OLACEFS is an autonomous body established at the behest of the SAIs that comprise the organization. The relationship between the organization and INTOSAI is not one of dependence but rather of coordination.

Currently the member entities of OLACEFS come from the following 24 countries: Netherlands Antilles, Argentina, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Dominican Republic, Uruguay, Venezuela, Spain and Portugal.
