The Government of Peru will hand over to France the pro tempore presidency of the UN Paris Climate Change Conference (COP 21).

In 2015 COP21, also known as the 2015 Paris Climate Conference, will —for the first time in over 20 years of UN negotiations— aim to achieve a legally binding and universal agreement on climate, with the purpose of keeping global warming below 2°C.

There is optimism and political willingness to reach a binding agreement at the global summit taking place in the French capital, Peru's Environment Minister and COP20 Chairman Manuel Pulgar-Vidal emphasized.

Political support has been expressed by Heads of State and Government who attended several meetings, such as the United Nations Assembly, he noted.

In this sense, political willingness to reach an agreement "is clear and going to be reconfirmed" because COP —from the beginning of the session— will see the participation of at least 127 Heads of State and Government.

On Saturday, Peruvian President of the Republic Ollanta Humala Tasso traveled to France to take part in the COP21, whose opening ceremony will see his participation.
