The Peruvian Government aims to deliver the first 5,000 permanent houses to families displaced by Coastal El Niño floods and landslides in December 2017, Housing, Construction and Sanitation Minister Edmer Trujillo announced.

Speaking during a press conference, the cabinet member added some 20,000 families are expected to be settled in temporary housing units by October.

When asked why the government did not go for permanent dwellings from the beginning, the housing portfolio head explained their construction demanded a series of regulations that did not exist at the time.

In response, the government first had to introduce a regulatory reform through the Reconstruction Law, enacted on April 29.

The said law stipulates that every destroyed home ought to be rebuilt, thus allowing the government to cater for all affected households.

In addition, the implementation of the law called for further regulatory measures, hence the time needed to deliver the dwellings.

To conclude, the government official went on to reiterate the government's —and his sector's— ultimate goal is to provide displaced families with permanent homes through Techo Propio housing subsidy program.
