The Joint Declaration on the establishment of the Strategic Partnership between Peru and Russia was inked by Peruvian President Ollanta Humala and Russian Head of State Vladimir Putin on Monday.

The signing ceremony took place in the framework of the United Nations Paris Climate Change Conference (COP21), Peru’s Foreign Affairs Ministry affirmed.

Heads of State held a meeting and addressed the status of bilateral relations deemed as excellent by emphasizing President Humala’s last visit to Moscow in 2014.

The Joint Declaration raises the relationship, which reached the "partners" status back in 2006.

The "Strategic Partnership" strengthens political understanding between both nations and reaffirms their willingness to move bilateral cooperation forward.

Thus, Peru and Russia adhere to: multilateral approaches aimed at solving international problems, standard and principles of the Charter of the United Nations, human rights protection, fight against extreme poverty and development with social inclusion.

Both Presidents Humala and Putin reaffirmed financial-commercial exchange and mutual investment to be the partnership's essential components, as is the Memorandum of Understanding (MoU) signed in October 2014 by Peru and the Eurasian Economic Commission (EEC).

The aforementioned document highlights ties with Russia and the integration processes in Latin America. Likewise, it expresses Russia’s interest in the Pacific Alliance bloc.

The Joint Declaration addresses topics, such as the drugs problem, the 2015 Post Development Agenda, COP21 and the Asia-Pacific Economic Cooperation (APEC) Summit to be held in Peru in November 2016.

It also includes military cooperation, science and technology, nuclear energy, culture and education related topics among other aspects.

This way, Peru reinforces political, commercial-economic and cooperation ties with the world’s largest country, which hosts a 150 million people market.
