Peru: New gov’t strategy to boost agricultural productivity

For the first time, all Agriculture and Irrigation Ministry levels and 25 regional agricultural offices in the country will convene to articulate and unify efforts in the sector, the ministry’s General Director of Budget Juan Escobar announced today.

The National Agricultural Meeting will be geared towards enhancing productivity and competitiveness among small-scale producers, he told El Peruano official gazette. 

In this sense, the government official stressed the need to set up an organized strategy to enhance the Ministry’s services and make the most of the sector’s budget. 

In previous years, despite the allocation of S/18 billion (about US$5.3 billion), investment in small-scale producers has been “virtually nil,” he pointed out. 

Thus, the new administration — led by Minister Jose Manuel Hernandez — has redefined the operational strategy, Escobar said. The Ministry is currently working on a range of programs, such as Serviagro (new outlook on the rendering of services) or Sierra Azul (better structuring of irrigation construction and management).

“Concurrently, it [the Agriculture Ministry] has a new operational strategy to articulate the entire institutional character of national and regional agriculture to work with a single plan. This is what we call integrated agricultural plans,” he explained.  

In this context, the National Agricultural Meeting will prove an opportunity to assess the sector’s work and “project the Ministry’s articulated work plan,” the Budget General Director underlined.

The official also praised the readiness of “all agricultural institutions” to join the meeting, as “100% of the country’s interior region bodies have confirmed their attendance.”  

Escobar highlighted the goal is to have “a single integrated plan and a single operational strategy” to work taking an approach on “production chains, enhancing productivity and incorporation of small-scale producers, as well as strengthening farmers’ organization.”

Peru’s first National Agricultural meeting will be held in Lima on December 6-7.
