Peru’s National Electoral Board (JNE) has rejected an appeal against a court-decision to bar Julio Guzman from the presidential race, as well as another appeal to stay in the race from Cesar Acuña — presidential candidate from Alianza por el Progreso (Alliance for Progress).

In the case of Guzman (candidate from Todos por el Peru or All for Peru), the decision —pronounced by majority of votes of judges Jesus Fernandez Alarcon, Elias Ayvar Carrasco and Jorge Rodriguez Velez— was based on the fact that Guzman’s party violated its own internal democratic rules in nominating its presidential formula.

Judges Gerardo Tavara and Carlos Cornejo reiterated their decision to ensure the right to political participation.

They claim the party was responsible for such incidents, as it did not conduct political party activities in an orderly fashion and ahead of time.

The board also confirmed the rejection of Acuña’s candidacy, based on the Political Party Law. He was caught giving out money to an inhabitant in Piura and at a rally in Chosica.

Cesar Acuña is said to have distributed money in his capacity as presidential candidate and within the framework of his electoral campaign, which is why such actions cannot be considered humanitarian aid.
