Peru: Congress makes official citizen security law granting powers to the Executive Branch

On Wednesday, the Congress made official the law that grants legislative faculties to the Executive Power to issue legislation on citizen security and the fight against organized crime for a period of 90 days.

According to this law, the Executive will be allowed to take necessary measures to strengthen citizen security, fight against crime and organized crime with the intention of battling contract killing, extortion, illegal chemical supplies trade, drug-trafficking, land trafficking and illegal logging.

The Executive Power will also be allowed to undertake migratory monitoring in different cities of the country, strengthen control on transports, as well as on customs services, ports, and airports.

Similarly, it has been granted faculties to enhance the private security systems, the use of video surveillance and radio communication systems.

Also, the National Police enforcement will be strengthened.

During this period, the Government will reinforce the country’s prison system in terms of infrastructure, health standards, security, concessions, control and will also enhance the juvenile confinement regulatory framework.
Powers to optimize the National System of Public Records are also included; these will help to guarantee security by preventing fraud.

The Executive Branch has also been granted powers to strengthen the State’s Legal Protection by ensuring civil compensation for crimes will be paid.
