Pablo de la Flor named director of reconstruction in Peru

Pablo Alfredo de la Flor Belaunde has been appointed as the new Executive Director of Authority for Reconstruction with Changes (RCC), agency in charge of restoration and refurbishment of affected areas after disastrous rain and landslides in Peru.

According to a supreme resolution published in Peru's official gazette El Peruano, the official will enjoy the status of a Minister of State.

As is known, RCC was established to lead and implement a comprehensive plan to refurnish, replace, rebuild and construct quality public infrastructure. It is also aimed at health, education, housing programs and economic recovery of productive sectors with a disaster risk management focus.

De la Flor is a respected professional with vast experience in public and private sectors.

He has completed doctoral courses in political science at Chicago University and holds master's degrees in public administration and international relations from Harvard and Yale universities, respectively. 

The official has served as Foreign Trade Deputy Minister and as head of Peru's negotiating team on US-Peru FTA talks (2003-2006), leading 130 negotiators grouped in 23 thematic sessions.

He began FTA talks with Thailand, negotiated a trade agreement with Mexico and an extension of a trade deal with Chile.

De la Flor served as Deputy Minister of Tourism and Integration in 1994-1996, when he negotiated Peru's return to the Andean Community. 

In 1993-1994, he worked on PromPeru's investment projects in non-traditional areas. 

He also worked at Banco de Credito del Peru (BCP) bank from 2012 to 2017 and at Antamina mining company in the 2006-2012 period.

A complete list of his previous jobs and functions is available at the aforementioned resolution, which bears signatures of Peruvian President Pedro Pablo Kuczynski and Prime Minister Fernando Zavala.
