The Permanent Council of the Organization of American States honored the Chief of Staff of the Secretary General Jose Miguel Insulza, Ambassador Hugo de Zela, at the end of his last ordinary session.

After receiving a long applause from Council members, Ambassador De Zela stressed that his work at OAS was oriented towards promoting primary tasks.

“The only thing I’ve tried to do in this second period –first as Ambassador of Peru and later as Chief of Staff of the General Secretariat– is to promote the tasks of the organization, in which I deeply believe, and in which I think the Permanent Council plays an important role in its adequate management," he told.

During the session held at the OAS venue in Washington D.C., representatives of Member States thanked the Cabinet Chief for his service to the institution.

Likewise, they stood out his knowledge about the Inter-American system and offered him their best wishes for the future.

Ambassador Hugo de Zela served as Chief of Staff of the Secretary General Joao Baena Soares in 1989-1994, and later led Inzulza’s Cabinet between 2011 and 2015.

He was also Peruvian Ambassador to the OAS, Brazil and Argentina.
