Focus on the full enjoyment of fundamental rights of Afro-Peruvians was declared of national interest by the Peruvian Executive Branch.

The aim is to strengthen development and social inclusion during the International Decade for People of African Descent (2015-2024), proclaimed by the General Assembly of the United Nations (UN).

The Supreme Decree No 004-2015-MC states that all sectors and levels of government should develop programs, projects and actions to achieve strengthening of Afro-Peruvian fundamental rights, with social inclusion vision and full participation of the Peruvian society in every aspect.

Likewise, the executive ordered the Ministry of Culture to implement the National Development Plan for Afro-Peruvian People (2016-2020) to define strategic objectives and actions that help develop and improve the quality of life of Afro-Peruvian people in equitable conditions, with inclusion and without discrimination.
