Peruvian Minister Pulgar-Vidal joins negotiations on climate change

Peru's Environment Minister Manuel Pulgar-Vidal took part in the beginning of deliberations by representatives from 195 States negotiating an agreement required to stop climate change, on the eve of Paris-based 21st Climate Change Conference (COP21) inauguration ceremony.

"Success is in your hands, and I am sure you will achieve it," COP20 Chairman Pulgar-Vidal expressed at the session's opening.

Peru will hand over the United Nations Framework Convention on Climate Change (UNFCCC) COP21 pro tempore presidency assumed last year when the city of Lima hosted the previous edition.

As part of his journey, Mr. Humala will participate in the COP21 summit opening ceremony and take an official photo with other heads of state and government attending the Leaders Event.

He is also due to open the Peru Pavilion at COP21 headquarters, where he will give a brief speech before attending the launch of a communiqué on inefficient fossil fuel subsidy reforms.

Beginning of negotiations


Delegates from 195 participating States took part in a minute of silence in memory of victims of attacks perpetrated against France on November 13.

France decided to move the summit forward despite prevailing tension in the country currently under state of emergency.

COP21 organizers chose to bring the beginning of talks forward to Sunday in order to gain time, as well as to organize the agenda and working modalities.

"Time management will be essential," French Chancellor Laurent Fabius said. "I count on you to negotiate and build commitments," he added.

150 Heads of State or Government will officially inaugurate COP21, which members —without Presidents— will continue negotiating planetary agreement against feared climate change from Tuesday thru December 11th.
