President Pedro Pablo Kuczynski on Tuesday night announced the Executive has submitted a bill required to implement a "reconstruction with change" in Peru.
Efforts come as response to natural disasters that recently hit the Andean nation.
Peru is currently at the mercy of "Coastal El Niño" phenomenon characterized by heavy rains, landslides and floods that have destroyed infrastructure and crops, as well as left many citizens homeless.
"We must rebuild, but we must do it better than in the past; [that means] no more collapsed roads, no more clogged drainages, no more precarious buildings on dangerous ravines. We must change," the President said in a televised address.
He indicated the legislative initiative proposes measures to counter land trafficking. They include punishing mayors and other officials who do not take action against the scourge.
In this sense, the Head of State affirmed Peru needs a social revolution in education, health and sanitation, besides guaranteeing safety of all citizens, as announced during his first presidential speech on July 28 2016.
Mr. Kuczynski also assured the State will undertake efforts, so people can live in areas safe from global warming, which considerably affected cities in the northern areas of the country.
"[…] we are going to help you, so you can live safely. At times characterized by fast climate-driven changes and global warming, building climate security is not easy. Our first task is to keep the 30 coastal valleys under control […]," he expressed.
He added new measures will be implemented to develop major projects at reasonable prices, thus "opening new safe areas for urban and rural development of valleys."
