Peru: Government to promote investments by simplifying procedures

The government enacted the Investments Promotion for Economic Growth and Sustainable Development Law (N° 30327), which establishes the simplification and integration of permits and procedures.

The said law also supports investment promotion measures.

According to the text, measures are created aimed at optimizing and strengthening the National System of the Environmental Impact Assessment (SEIA), simplifying administrative procedures and promoting investments.

Procedure simplification

This rule also comprises the simplification of procedures to impose easements and protection of the rights of way and location of areas.

As well, it establishes measures intended to simplify procedures for obtaining real estate property, in order to develop great infrastructure works.

The law includes actions aimed at strengthening the accompaniment and effective monitoring by the State to remove obstacles (cutting red tape) in the procedure for acquiring permits, licenses and authorizations for developing large projects.

The said law is to be applied at public entities related to the issuance of permits, authorizations, environmental certification, tax collection, investment promotion, approval of easements, land valuation, protection of secure areas and for obtaining lands to develop great infrastructure works.

"The scope of this rule shall apply to the public, private, public-private or mixed-capital investments,” the document states.
