There is optimism and political willingness to reach a binding agreement at the United Nations Climate Change Conference (COP21) taking place in Paris on November 29th - December 11th, 2015, Peru's Environment Minister Manuel Pulgar-Vidal affirmed.
Likewise, the official highlighted political support to the agreement expressed through several meetings attended by Heads of State and Government.
Pulgar-Vidal mentioned the previous UN General Assembly edition, when Peru’s President Ollanta Humala, French President François Hollande and UN Secretary-General Ban Ki-moon held a meeting with 35 Heads of State.
"There were also gatherings between France and China, between China and United States [...]. We arrive [at the COP21] with high optimism because central factors will converge in a very-complex negotiation. The political support has been expressed," he indicated.
According to the COP 20 Chairman, the said willingness "is clear" and "will be reconfirmed," since the Paris-based reunion will gather at least 127 Heads of State from the beginning.
"That is, there will be nearly two-thirds of the world's leaders reunited, who are going to grant a political endorsement to this process. The Pre-COP helped create this confidence environment," he underlined.
The official expects a global agreement to be reached at the international conference focused on facing climate change and expressing a consensus-message against terrorism.
After expressing his condemnation of the execrable acts committed in Paris, the Minister mentioned a COP21 postponement was never considered, since security has been reinforced for this event.
"If countries reach consensus, we will somehow a state a very clear rejection response to terrorism," he expressed.
Also, Pulgar-Vidal emphasized Peru was allowed to lead the process because Lima's 2014 COP20 saw success.
