Gov’t measures for the first 100-days in office

Measures adopted by the Executive Branch during its first 100 days in office are geared towards the development of following strategic axes: Opportunities and Social Investment; Citizen Security, Fight against Corruption and Justice; Employment, Formalization and Economic Reactivation; as well as Bring the State closer to citizens.

An overview of such measures is provided below.

Axis 1: Opportunities and Social Investment

Water, Sanitation and Housing: 

- Investment and unblocking of 170 water and sanitation projects, set to benefit 1 million Peruvians. 

- Placing of value on 585 heavy machines, vehicles and equipment, now available to authorities in 15 Peruvian regions. 

Education: 

-Opening of 13,000 principal and vice-principal positions as part of the Educational Reform.

-Launching of the Technical Education Model (technical education in prestigious institutes) for senior secondary students. 

-Completion and approval of the Infrastructure, Operations and Management Master Plan for the 18th Pan American Games and the 6th Parapan American Games 2019.

Infrastructure: 

Unblocking of following projects:
- Road Network 6 Chincha – Ica (Ica region)
- Autopista del Sol (Trujillo – Sullana Highway, La Libertad and Piura regions)
- Lima Metro Line 2 
- Jorge Chavez International Airport expansion works
- National Road Network paving Works 

Health:

- Increase in vaccination against yellow fever (from 29% to 63%) and Human Papillomavirus (from 10% to 83%).

- Paperwork reduction for vaccine acquisition processes (from 180 to 7 days). 

-Expansion of hospital attention hours (outpatient service) in 5 hospitals, benefitting 16,000 Peruvians. 

Social Programs: 

- Allocation of S/170 million (about US$51 million) to prioritize anemia and stunting reduction in supra-national governments. 

- Impact assessments to optimize programs Cuna Mas (underprivileged children development) and Pension 65 (pensions for elders in extreme poverty).

- Creation of “The Minister Listens to You,” a space providing direct attention by Development and Social Inclusion Minister Cayetana Aljovin to citizens throughout the country. 

Vulnerable Populations:

- Expansion of Linea 100 (domestic violence helpline), reaching 100% coverage nationwide. 

- Extension of Women Emergency Centers’ attention hours in Lima’s Cercado and Villa El Salvador districts, as well as in Callao, Trujillo (La Libertad region) and Arequipa.

- Expansion of the Severe Disability Pension Program, incorporating 5 additional regions (Amazonas, Cajamarca, Huancavelica, Apurimac and Loreto).

Defense:

- Execution of 5 multi-sectorial intervention campaigns in the Apurimac-Ene-Mantaro Rivers’ Valley (VRAEM) to enhance security in the area. 

- Strengthening of sector’s meritocracy. 

- Request to the Comptroller General to audit the main military acquisitions carried out by the previous administration. 

Justice:

- Reopening of the Single Register of Victims of the Reparations Program (civil, military and police beneficiaries).

- Expansion of Public Defense coverage for victims in vulnerable conditions. 

Axis 2: Citizen Security, Fight against Corruption and Justice

Citizen Security:

-Massive application of the Whistleblower Rewards Program.

-Execution of 22 ‘mega operations’ in 12 regions, leading to the capture of 234 dangerous criminals and dismantling of 16 criminal bands.  

- Implementation of integrated Police-Serenazgo (municipal security service) in 7 major Peruvian cities. 

- Implementation of Barrio Seguro (Safe Neighborhood) program in 4 districts with severe citizen security issues (El Porvenir, La Esperanza, Chincha Alta San Agustín and Barranca by the end of the month). The program includes increasing police presence, intelligence works, as well as social, educational and cultural programs. 

-Creation of a specialized investigation department to tackle organized crime. 

-Anticipation of the fifth tranche of Police officers’ salary increase. 

Justice and Fight against Corruption:

-Assessment to 23 prisons across the country to take immediate improvement measures.

-Beginning of the biggest personal searches over the past decade in Lurigancho and Castro Castro prisons.

-Criminal Code modification to implement Civil Death for corruption crimes (against the public administration).

-Appointment of Julia Principe as State Legal Defense Council Chair. 

-Launching of the Presidential Integrity Commission, chaired by former Ombudsman Eduardo Vega.

Axis 3: Employment, Formalization and Economic Reactivation 

Economy:

-Unblocking of 12 investment projects worth close to US$18.8 billion. 

-Refinancing national debt, leading to considerable savings for the country. 

-Proposal submission to Congress on allocations to Regional and Local Governments.

Employment:

-Reactivation of the National Labor and Job Promotion Council for Formalization, Productivity and Guarantee of Labor Rights (CNTPE).

-Offering 1000 positions to women (former violence victims), as outcome of joint efforts by Ministries of Labor and Job Promotion, as well as Women and Vulnerable Populations. 

-Banning citizens with criminal record from the National Civil Construction Registry. 

-Offering 6000 jobs to youngsters residing in Lima's low-income and peripheral districts. 

Agriculture and Irrigation:

-Launching of Sierra Azul program and General Livestock Section to boost farming production and trade.

-Launching Agrojoven (Agroyouth) program for students and graduates to join paid internship programs. 

-Entry of national products into international markets. 

MSEs – Industry and Fishing: 

-Increasing Innovate Peru funds (US$100 million) to improve capacities for Industry innovation.

-Launching administrative measures for the beginning and restart of modernization works of 7 Artisanal Fishing Landing Stages. 

Foreign Trade and Tourism: 

-Incorporation of post-shipment coverage to the Credit Insurance to Exports for SMEs Program (SEPYMEX).

-Launching of Alimentos del Peru program to strengthen the country’s exportable supply and encourage competitiveness among quinoa, cacao, and pineapple producers. 

Foreign Affairs:

-Reactivation of effective political dialogue with China. 

-Relaunching of diplomatic relations with Chile.

-Reinforcement of integration with neighboring countries.

Energy: 

-Reduction of Electricity Fees by up to 68% in rural areas. 

-Promoting the widespread use of natural gas at low-income households. 

-Encouraging added-value in the mining sector.

Environment:  

-Unblocking in landfill construction works in Bagua (Amazonas region), Oxapampa and Pozuzo (Pasco region).
 
-Training indigenous people on Environmental Impact Assessment (EIA). 

Axis 4: Bring the State closer to citizens

Intergovernmental Coordination:

-Creation of GORE-Executive Meetings: Spaces for governors and ministers to exchange information, define priorities and promote synergies for public services.

Administrative simplification: 

-Making Peru’s National Customs and Tax Administration (SUNAT) more simple: 

-Simplification of SUNAT services to benefit citizens. 

-Implementation of Zero Affidavit, which means taxpayers must no longer file tax returns, if they do not register transactions. 

-Free access to the Peruvian System of Legal Information, so any citizen has access to the official, updated and organized law database.
