Simon, head of the Latin American Section for the Max Planck Institute for Foreign and International Criminal Law, noted that several high-level government figures involved in corruption scandals have been sent to jail in Peru.
Speaking during the international seminar entitled "Fighting corruption: The Peruvian model," he highlighted the cases of ex-Peruvian President Alberto Fujimori and former presidential advisor Vladimiro Montesinos, who led a scheme to bribe politicians, top military officials, business people and judges.
"Corruption is like a rotten fish that stinks from the head on down. The message that must be sent to the people is that the rotten fish has been attacked from its head," Simon added.
